Prepare emissions for WP4 protocol

The emissions are prepared from files provided by: - GCP via M. Saunois - WP4 contributors for biogeochemical models - Edgar.

At the time of the project, they were formatted with various ad-hoc scripts.

They can now be processed through a CIF plugin.
